A certificate of lawfulness is a means of obtaining a decision from a planning authority that a proposed use or works do not require planning permission.
A HMO is a property rented out by at least three people who are not from one household but share facilities such as a bathroom and kitchen, and is sometimes called a ‘house share’.
A decision on the application by council planners is expected by September 4.
