A design and access statement in the plans says: "The proposal is to build two new five-bed houses (each approximately 280 sq m) with approximately 12 m rear gardens to the rear of 3 Mill Hey, with access through a new access road leading off Mill Hey Lane.

"The proposal includes new access road off Mill Hey which will create a small cul-de-sac which will dissect the rear garden of 3 Mill Hey.

"Subsequently, the rear garden for 3 Mill Hey will be reduced to circa 13m -15m.

"The front garden is to be largely retained but it accommodate new vehicular access point".

A cover letter in the application, drawn up by planning agents Roman Summer Associates, adds: "The proposed new houses will play a small, but positive role in ‘significantly boosting’ St Helens’ supply.

"The outline scheme presents good quality, thoughtful layout and shows respect for its surroundings and local context, including providing suitable interface distances towards adjacent homes.

"The site is highly accessible, located in the heart of the residential area, close to shops and other services / facilities and excellent bus routes".

The plans are on standard consultation to the public until Wednesday, July 24.

A decision by council planners is expected by August 20.
