PLANS to turn a pub building into four apartments have been approved.


An application was put forward proposing the change of use of the Vulcan Inn pub building, on Manchester Row, to four apartments with external alterations.
It has been approved, subject to conditions.

Plans had stated that the owner had been "struggling to maintain a viable building as the trend of frequenting a public house continues to decline". 

A statement from the applicant, who acquired the building five years ago, added that the Vulcan had been let to "three separate pub operators" and that "every operator has failed to make a success of the pub" and "had to give up the lease".

In a report planning officer Alex Ball said the conversion of the building to four apartments consisting of two-bedroom flats would make a ‘positive contribution to the housing supply’, providing a "good quality living accommodation within a sustainable location".


It added: “This would be a windfall development and would contribute to the council’s housing targets.


“Part of the proposal involves minor alterations to the fabric of the building to accommodate the change of use.


“The re-use of the building will have a public heritage benefit and ensure that the use preserves the buildings long-term conservation.

“The applicant intends to retain original features to the building, such as, chimney stacks, ball finials, sills and characteristic segmental arched heads following the blocking-up of windows to the northern elevation and cast-iron rainwater goods.


“The proposed development is positive, and no features of interest will be removed through the conversion.


“There are no concerns to the minor alterations to the fabric of the building to accommodate the conversion. Any alterations with the openings are discreet and would not compromise the architectural style or character of the host building.”
