An application states that demolition is sought due to "loss of revenue" and "high ASB (anti-social behaviour issues".
The plans add that "Torus Developments will be redeveloping the site" with discussions over this "ongoing".
Phase one of the demolition would see the off numbers on Union Street flattened.
The even numbers on Fox Place will be phase two followed by the homes on College Street. Phase four would be the even numbers on Union Street.
The application stated the applicant had been told to resubmit due to original proposals "not including specific information".
The application is on standard consultation to the public until Monday, November 20. A decision is expected by November 21.
