MOTORISTS are being warned of delays after a traffic lights failure at a busy junction during rush hour.
There are reports of heavy traffic due to the incident at Windle Island, where the East Lancashire Road and Rainford Bypass meet.
It is affecting traffic both ways, according to monitoring service Inrix.
