PLANS seeking permission to develop 11 homes at a brownfield site have been submitted.

Proposals for land to the back of 1-79 Station Road, Haydock, have been sent in to St Helens Council.

A planning statement, drawn up by agents JWPC Chartered Town Planners, on behalf of the applicant, JMS Property Developments, says: "The site has good access to a range of amenities and services, public transport and employment opportunities nearby, namely along Clipsey Lane to the north as well as Haydock Industrial Estate nearby".

The submitted application seeks full planning permission for the creation of 11 residential homes, including eight bungalows, and associated access, landscaping and infrastructure.

The two-storey properties "are provided in a terrace of three adjoining properties", plans state and "the bungalows are a mixture of detached and semi-detached.

"All 11 of the properties (100%) will be provided as affordable housing". 

Plans add that "given the elongated shape of the site it has inevitably been difficult to create larger rear gardens" and that to compensate "a communal area of open space is proposed to be provided within the centre of the site".

It adds many properties will be provided with their own individual parking spaces but "given the nature of the site some residents will have access to a shared courtyard area".

Plans state the site has a long planning history. In 2012 permission had been granted for 13 homes, and there is an existing outline planning permission for 12 homes at the site, approved by the council's committee in 2021.

The application adds: "Given the current consent for 12 dwellings it has already been included in the council’s housing land supply trajectory as windfall delivery. Therefore, it is important that the council continues to the support the development of the site and allow the anticipated quantum of development to be fulfilled".  

It says "all units will provide two bedrooms and each will seek to partly address an identified need within the Local Plan".

Plans conclude: "The redevelopment of a brownfield site to allow the creation of 11 affordable homes including eight bungalows is a significant social benefit".

The application is on standard consultation to the public until Wednesday, September 14.

A determination deadline has been set for October 31.
